Have you added the Roles in the Preview environment or to the Production environment?
Only the roles which are added in the Preview environment, shows up in the dropdowns.

actually the roles are in preview environment , but not appearing in dropdowns . I have attached this image as evidence . But if you then move to implement the role based access permissions , roles dont appear on dropdown ?
Not sure if they is another way to add to preview environments which is not what i did
